First, you distribut the x on the right side.

So, it would be 8x-5=3x+21. You want to get rid of one x on either side.

Take away the smaller one so you don't end up with negatives (which is harder to solve) So, 5x-5=21.

Add 5 to both sides. 5x=26.

Divide by 5. You get x=5 1/5. 

Is pavel a person? If so, does Katie have the 3 or 8 in the ratio? I'll help after I get these facts that must be known to answer. Or am I just missing something? 

Any integer is denoted by n. It will be even if we multiply by 2... That is 2n is an even integer. It will be odd if we add 1 to it... That is 2n+1 is an odd integer. Product of 2 odd integers is (2n+1)(2m+1)=4mn+2n+2m+1=2(2mn+m+n)+1=2p+1 where p is an integer. Hence by the above logic the product is an odd integer.
