Just pick any value for x, x=0, that's an easy one.
when x=0 y= 2*0 -4 = 0-4 = -4
so your fist ordered pair is (0,-4)
Now choose a different value of x (you need at least 2 ordered pairs before you can graph this)
x=3 will do
When x=3 y=2*3-4 = 6-4 = 2
so your second ordered pair is (3,2)
Now plot (0,-4) and (3,2) on a number plane and join the two points together with a ruler,
The line you draw will keep going past each of the 2 points.
Put arrows on the ends of your line.
Write y=2x-4 on your line.
so long as you have put the numbers on the x and y axis (underneath the x and to the left of the y), and
put an x at the end of the x axis and
put a y at the end of the y axis.
